Bustamante Engineers Case Study: Goshen Commons Paving Project

Goshen Commons Paving Project

The BUSTAMANTE ENGINEERS project we are highlighting this month involved the asphalt milling and overlay of all internal roadways and parking areas within the residential condominium community, pavement line striping, inlet top replacement, curbing and flatwork replacements, downspout tie-ins to stormwater roadway inlets, and the installation of concrete dumpster pads.

Downspout Tie-in

The internal building downspouts were outletting along the curbline of the parking areas located in front of the condominium buildings. This was considered a safety concern because it allowed water to pond on the pavement surface and could lead to freezing and icy conditions in the winter months.

Paving Project Downspouts

Stormwater System Tie-in

We decided the best course of action was to tie these downspouts into the internal roadway stormwater system to avoid stormwater runoff on the surface of the roads.

Paving Project Dumpster Pad

Dumpster Pad

There was a total of seven concrete dumpster pads installed throughout the community. Two of the dumpster pads were extended to allow for the dump trucks to have access for removal. Control joints were placed in the concrete sections to account for the freeze/thaw cycle and to avoid major concrete cracking.

Curbing, Sidewalk & Inlet Top Replacements

Prior to construction, the contractor and engineer completed a walkthrough inspection to mark out locations where concrete replacements were necessary. This included concrete curbing, sidewalks, and stormwater inlet tops. These replacements should be completed prior to paving the new pavement surface to avoid heavy machinery driving on the new pavement surface.

Milling of Pavement

Once all of the downspout tie ins and concrete replacement work was completed, the milling of the pavement surface was ready to begin. The milling of the roadway consisted of removing the surface course layer of pavement which consisted of 2” of asphalt.

Paving Project Milling

Full Depth Restoration

After the roadways were milled, an inspection was completed to determine locations of poor base locations of the pavement. Typical signs of base failure include large cracks, and areas of settlement. These locations were saw cut and the pavement was removed down to the base layer of stone. Then the stone was compacted thoroughly, more stone was added if necessary. The binder course layer of pavement is paved prior to the surface course being applied.

Paving Project Depth Restoration

Overlay

Once all of the full depth restoration locations have been addressed. The roadways are ready to be paved. The surface course layer of pavement consists of 2” of 9.5mm HMA Superpave. Once the pavement is placed, rollers and hand tampers are used to compact the asphalt that is placed.

All the Community Association Engineering Services You Need

Upon completion of the paving, one final punch out inspection is completed to determine any areas that need to be addressed prior to final payment authorization. The Engineer presents a final punch out report to the Contractor with the location of concern and direction for remediation. Once all punch items have been addressed the engineer presents a close out and a final payment review letter to the owner stating that the Contractor successfully completed the scope of work agreed upon in the contract and all payment applications are approved for payment.

Culvert Replacement Project Made Possible with Assistance from PENNVEST
By BUSTAMANTE ENGINEERS Staff 20 Aug, 2024
The BUSTAMANTE ENGINEERS Inc. project that we are highlighting this month is CMP pipes that deteriorated and caused a portion of the pipe to collapse, and the necessary funding to complete the project. These four pipes were initially installed to allow for an existing creek to continue flowing underneath a roadway. The project was pertinent as one of the four had already collapsed and the remainder of the pipes were in a similar disrepair. The cost of replacing the 400 linear feet of pipe was a significant undertaking but made possible with the assistance in the form of a loan received from Pennsylvania Infrastructure Investment Authority (PENNVEST).
Importance of Regular Stormwater Management Facilities Inspections

Any impervious surface, including items such as roads, roofs, or sidewalks, does not allow water and snow to drain into the soil and thus increases the amount of stormwater runoff. Common practice is to prevent the stormwater runoff from traveling off the developed site, making detention or retention basins necessary...
